The State-owned Assets Management Department (SAMD) of Northwestern Polytechnical University was established in June 1998. It was consisted of three business Sections, the General Affairs Section, the Tendering Office and the Legal Counseling Office (affiliated).
In 2001, the SAMD and the Finance Department were co-located. Meanwhile, the Public Housing Management Section and the Housing Reform Office (detached from the logistics Department) were established, and the Legal Counseling office was renamed the Legal Affairs Office (affiliated).
In 2010, the SAMD was independent from the co-located department. And the Campus Affairs Management Office was created under the organization of SAMD.
In 2012, the Legal Affairs Office was officially specified as a subordinate section and the General Affairs Section and the Public Housing Management Section were renamed separately the General Affairs Office and the Asset Management Office.
In 2013, parts of the Laboratory and Equipment Department were merged to the SAMD. Meanwhile, the Technical Security and Environmental Protection Office was set up, the equipment management function was incorporated into the Asset Management Department, the Campus Affairs Management Office was transferred to the Logistics Department, the Business Asset Management Department was created and the Tendering Office was renamed the Tendering and Equipment Procurement Center (affiliated as a deputy department level system).
In 2016, the Tendering and Equipment Procurement Center was independent from the SAMD.
In 2018, the Chang'an Campus Residential Rectification Office was established; the original Asset Management Office was divided into the Public Housing Section and the Assets Section, and the Housing Reform Department was renamed the Housing Section.
At present, the SAMD has 8 business sections (5 offices and 3 sections), i.e. General Affairs Office, Public Housing Section, Asset Section, Housing Section, Business Asset Management Office, Technical Security and Environmental Protection Office, Legal Affairs Office and Chang'an Campus Residential Rectification Office. SAMD is responsible for the management of public housing, state-owned assets, residential apartments, asset leasing and foreign investment, special security and environmental protection and legal affairs.
